Explanation

BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract with Axiom Mechanical Services for the renovation of the heating and air conditioning (HVAC) system at 333 West Town Street. Currently, the building's HVAC system is not operable. The renovation will consist of the removal of the non-functioning equipment and the installation of four new gas fired furnaces and four new air conditioners. Further installation will include thermostats, A-coils, line sets, and accessible filter racks. The contractor has forty-five calendar days upon notification of the award of the contract to complete the project. Currently, the Police Division leases space for Substation 16. Upon completion of various renovations of 333 West Town Street, the Substation will be relocated to this building, thereby reducing lease-associated costs. Substation 8 will also be relocating to 333 West Town Street.

Formal proposals were solicited on November 5, 2004, and four bids were received on November 16, 2004, as follows (0 MBE, 1 FBE):

Gateway Mechanical, Inc. $25,327.00
General Temperature Control, Inc. $29,135.00*

The Facilities Management Division recommends the contract award to the most responsive and responsible bidder, Axiom Mechanical Services.

Emergency Action is requested in order that the renovation of the HVAC system at 333 West Town Street may be completed as quickly as possible, so that the Police Division may reduce lease-associated costs.

Fiscal Impact: The Police Division budgeted $203,500.00 in the 2004 Capital Improvement Budget for the renovation of 333 West Town Street. The total cost of this contract is $17,845.00. Axiom Mechanical Services Contract Compliance No. 55-0829335, expiration date 10/08/2006.
