Explanation

BACKGROUND: This ordinance authorizes the Finance and Management Director to extend a custodial services contract with Dove Building Services, Inc. for the Police Academy at 1000 North Hague Avenue in the amount of $289,612.00. The original contract was authorized by Ordinance 1810-2004, passed November 4, 2004, and funded for a four-month period beginning November 1, 2004 through February 28, 2005. This original contract was based upon formal bids, but due to a shortage of funds, the 12-month bidding could not be funded at the time, thereby necessitating a waiver of bids and a four-month contract. Upon the passage of the 2005 Budget, the contract based on the formal bids was entered into for a 12-month period covering March 1, 2005 through February 28, 2006, by Ordinance 0091-2005, passed February 9, 2005. This extension is the first of four renewal options. This contract represents an eight percent (8%) increase in costs over last year's contract. This increase is primarily due to an increase of usage of the building. Cleaning frequencies and the use of cleaning supplies must be increased.

Emergency action is requested so that custodial services at the new Police Academy are not interrupted.

Fiscal Impact: The Facilities Management Division budgeted $291,612.00 in the 2006 General Fund budget for this contract extension. The amount of this contract is $289,612.00. In 2005, $269,197.00 was authorized by Ordinance 0091-2005, passed February 9, 2005. In 2004, $123,084.00 was authorized for this contract for a four-month period. This ordinance authorizes the expenditure of $289,612.00 for a twelve-month period. Dove Building Services, Inc. Contract Compliance Number 31-0918594, expiration date 02/07/2008.
