Explanation
“Maddie” a police horse that has been in service with the Division of Police’s Mounted Unit for eleven years needs to be retired and sold.
“Maddie” is 21-year-old Belgian Draft Horse and has several medical issues that cause her to be pulled from service. It is in the City’s best interest to retire “Maddie”.
It is recommended that “Maddie” be sold to her handler Sgt. John Blubaugh, 5257 who has the resources to properly care for “Maddie”.
Additionally, the Division of Police Legal Bureau has developed a general release document that relinquishes the City of Columbus from any liability as it relates to the post retirement care and control of “Maddie” and assigns that liability to Sergeant John Blubaugh, 5257.
FISCAL IMPACT:
There is no plan to replace this horse.

To authorize and direct the Director of the Department of Finance and Management to sell to Sergeant John Blubaugh, 5257, for the sum of $1.00, a police horse with the registered name of “Maddie” which has no further value to the Division of Police; and to waive the provisions of Columbus City Code pertaining to the Sale of City-owned personal property. WHEREAS, “Maddie” is a 21-year-old Belgium Draft Horse, and she has several medical issues that prevent her from being used for service; and
WHEREAS, it is in the best interest of the City to waive the provisions of Columbus City Code pertaining to the Sale of City-owned personal property and allow this horse to be retired and purchased by Sergeant John Blubaugh,5257 for the sum of $1.00;
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Safety to authorize the Director of Finance and Management to sell "Maddie" to Sergeant John Blubaugh for $1.00 and retire her from the Mounted Unit.
NOW, THEREFORE,
