Explanation
BACKGROUND: The purpose of this resolution is to support Northpoint Development and its affiliates in conjunction with an Ohio Department of Development Brownfield Remediation Program FY2027 grant application of up to $10 million for site cleanup and remediation at the 800 Frank Road, Columbus, Ohio 43215, Franklin County, Ohio.

The 270-acre property is comprised of Franklin County parcel identification numbers: 570145446, 570145445 and 570145444 and contains a former construction debris landfill. Historical information indicated houses, a quarry and a landfill have previously occupied parts of the property. The property is currently a truck storage facility and was previously used as the landfill following it’s useful life as a rock quarry.

Phase I and Phase II environmental assessments have been completed on the property and indicate the need to clear and grade the site to install a clan soil cover or other engineered controls of the former landfill and junkyard to prevent exposure to hazardous substances and petroleum.

Northpoint Development is proposing this site will be a large industrial park that can accommodate an estimated 1.5 million square feet of buildings which can create approximately 600 permanent jobs on the site.

EMERGENCY JUSTIFICATION: Emergency legislation is necessary in order to meet the Ohio Department of Development Brownfield Remediation Program FY2027 application deadline of 5:00 p.m., September 11, 2026.
