Explanation

The majority of flights for the Division of Police Helicopter Unit are during the night when visibility is already minimized and the purchase of stabilized binoculars with image intensifier tubes will enable the heliport observers to see objects at night that you would not see with conventional binoculars. The Division of Police Helicopter Unit was granted funding through Franklin County Office of Homeland Security and Justice Programs to purchase stabilized binoculars with image intensifier tubes. The City of Columbus and Franklin County entered into an Intergovernmental Agreement, Ordinance 1917-2005 to enable this type of purchase. The total expenditure in the amount of $42,591.00 will be paid by Franklin County through the Homeland Security Grant.

Bid Information: A formal bid, Solicitation No. SA001810 was opened on November 10, 2005. Three suppliers submitted bids for stabilized binoculars with image intensifier tubes. Ritz Camera Centers was the lowest, responsive, responsible bidder.
