Explanation

BACKGROUND: The Franklin County Board of Commissioners has a need to continue the operation of a tuberculosis clinic for the detection, surveillance, and containment of tuberculosis. The Columbus Health Department has been awarded a grant from the Franklin County Board of Commissioners in the amount of $1,449,078 for the continued operation of the Ben Franklin Tuberculosis Clinic. This grant is for the period January 1, 2005 through December 31, 2005.

Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.

FISCAL IMPACT: This program is entirely funded by the Franklin County Board of Commissioners Ohio Department of Health and is budgeted in the 2005 Health Department Grants Fund. This grant will not generate revenue or require a City match.

Body

WHEREAS, $1,449,078 in grant funds have been made available through the Franklin County Board of Commissioners for the continued operation of the Ben Franklin Tuberculosis Clinic at the Columbus Health Department; and,

WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to accept this grant from the Franklin County Board of Commissioners and to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
