Explanation

Need: An appropriation is needed from the Indigent Alcohol Treatment Fund to provide funds for accident investigation training courses for officers in the Accident Investigation Unit, to provide funds for the purchase of a BAC machine and a refrigerator for storage of O.V.I. samples. Fines are received each time an officer arrests a person and they are convicted for DUI. The funds are then deposited in the Indigent Alcohol Treatment Fund pursuant to Ohio Revised Code 4511.99. This advanced training will result in officers that are better equipped for their work with fatal, near fatal and hit-skip accidents where drivers are under the influence of alcohol when the accidents occur.

Emergency Designation: Emergency legislation is needed to purchase a BAC machine to replace an old machine that could become unreliable.

FISCAL IMPACT:

Since these funds to be appropriated are from the Indigent Alcohol Treatment Fund, there will be no effect on the financial status of the General Fund.

WHEREAS, the Indigent Alcohol Treatment Fund receives funds from officers arresting DUI drivers that is paid to an enforcement and education fund; and

WHEREAS, funds are needed to cover expenses for advanced training for Accident Investigation officers and to cover costs related to purchase of a BAC machine and a refrigerator; and

WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Safety, in that it is immediately necessary to appropriate the aforementioned funds for the preservation of public health, peace, property, safety and welfare; now therefore
