Explanation
BACKGROUND: The Hap Cremean Water Plant (HCWP) was originally constructed in the 1950's with a significant addition constructed in the 1970's. A recently completed asbestos survey identified asbestos containing materials at the facility. This project will accomplish the removal of asbestos from miscellaneous buildings and the replacement of the heating system for the main treatment building at the plant. The insulation on the steam piping lines of the heating system are asbestos containing materials.
The procurement of this contract was conducted in accordance with Section 329.09.
Competitive bids were received and opened at the office of the Director of Public Utilities on October 25, 2006. Of the three (3) bids received, the lowest responsive and responsible and best bidder was Sauer Incorporated. The proposal submitted by the apparent low bidder, General Temperature Control is considered non-responsive due to failure to include a completed proposal bond, as required by Section 102.08 of the CMSC and as amended by SP-24 of the bid documents.

EMERGENCY: Emergency legislation is being requested in order to execute the contract, review and approve the contractors proposed fabrication documents and begin equipment fabrication in time for the March 2007 boiler shut down. The Boiler system is the primary heat source for the HCWP and can only be taken out of service from March thru October. Emergency legislation is also requested in order to expedite the asbestos hazard abatement in the facility.
FISCAL IMPACT: This project is included in the 2006 CIB and $3,300,000.00 is budgeted. Funds are also being transfered within the CIB to fund the contract.
