Explanation

BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with Smith Roofing, Ltd., in the amount of $178,977.00 for the renovation of the roof at the Refuse Collection Division warehouse building at 1250 Marion Road. The existing roof at the Marion Road warehouse is deteriorating and leaking in several locations. The renovation will consist of the replacement of the current roof with a granular-textured roof of modified bitumen asphalt. The contractor has ninety days upon notification of the award of the contract to complete the project. The roof will include a 30-year workmanship and material guarantee.

Formal proposals were solicited on April 26, 2004, and opened on June 1, 2004, as follows (1 MBE*, 0 FBE):

Smith Roofing, Ltd.* $178,977.00
Field & Associates, Inc. $185,170.00
General Maintenance & Engineering Co. $219,393.00
Harold J. Becker Co., Inc. $302,350.00


It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, Smith Roofing, Ltd.

Emergency action is requested so that the contractor will be able to complete this project during good weather.

Fiscal Impact: The Facilities Management Division requested $250,000 in the Capital Improvement Budget for the renovation of the roof at the Marion Road warehouse. The total cost of the contract is $178,977.00. Contract Compliance No. 31-1422838, expiration date 04/29/2007
