Explanation
BACKGROUND: This legislation authorizes the Director of Public Safety to enter into an agreement with Air Flite, Inc. to serve as a broker for the sale of the Bell MD530FF N557CP SN071FF helicopter which is no longer in use by the Division of Police.
To obtain the highest possible revenue from the sale, the use of a broker is the best possible solution due to the uniqueness of this equipment. The City of Columbus has used the services of Air Flite, Inc. as a broker in the sale of helicopters for a number of years. The Department of Public Safety is requesting that the provisions of Chapter 329 of the City Code pertaining to the sale of city-owned personal property be waived. The Department of Public Safety is also requesting a waiver of the competitive bidding provisions of Chapter 329 pertaining to entering into service contracts.

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
Emergency Designation: This ordinance is being submitted as an emergency measure in order to ensure that the sale of the helicopter can be initiated before Council recess, as additional legislation will be needed to finalize the sale and authorize payment of the broker. Expediting the sale of the helicopter will expedite the receipt of the associated revenue and savings in the City's aviation insurance costs.
FISCAL IMPACT: The revenue generated from this sale will be deposited in the Income Tax Set Aside Fund.
Bid Waiver: The use of a broker is the best solution to obtain the highest possible revenue due to the uniqueness of this equipment.
