Explanation

BACKGROUND: This ordinance establishes the authorized strength for the Department of Public Utilities, the Department of Public Safety, Support Services Division, the Department of Public Service, Facilities Management Division and the Recreation and Parks Department.

The Support Services Division requests an increase of four full-time positions within the other city-sanctioned category. A dramatic increase in the workload of the division related to Police and Fire radio, telephone, and data equipment maintenance, as well as added responsibilities for data, public address and telephone systems for the new police academy, has stretched division resources thin. The additional staff will help support the division's capacity to provide an efficient and reliable communications system.

The Department of Public Utilities requests the realignment of its authorized strength to reflect the consolidation of the management functions of human resources, fiscal and public information, within the Public Utilities Director's Office. These management functions formerly operated independently within each of the divisions.

The Department of Public Service, Facilities Management Division requests an increase in its part-time, general fund sanctioned strength of two positions and a decrease in its full-time, general fund sanctioned strength of one position. Instead of filling a vacant full-time custodial position, it is in the best interest of the division to hire two part-time staff. This change will allow for more flexibility in the custodial operation, especially to help the division's ability to cover afternoon hours.

The Recreation and Parks Department requests an increase of one position in its full-time other fund sanctioned strength. The department is assuming responsibility for managing the Columbus Jazz and Ribfest.
