Explanation
BACKGROUND: The Development Department, Housing Division had an emergency in that it is immediately necessary to contract through State Contract No. 7762000807 with Debix, Inc. (CC# 20-1427114, expiration 9/21/09) to provide credit protection for up to 4,000 citizens. These citizens borrowed tools from the city's Mobile Tool Library and laptops containing their personal information were stolen. A Mayor's Emergency Letter has been approved authorizing this contract.
FISCAL IMPACT: Funds are available within the 2007 CDBG Budget.

To authorize the Director of Development to enter into a contract with Debix, Inc. for credit protection services; to authorize the expenditure of $39,000 from the Community Development Block Grant Fund; and to declare an emergency. ($39,000)
Body
WHEREAS, the Mayor of the City of Columbus declared an emergency due to personal information being stolen from city laptop computers; and
WHEREAS, the City of Columbus will contract with Debix, Inc. to provide credit protection for the citizens affected by this theft; and
WHEREAS, this contract will be in accordance with State Term Contract No. 7762000807; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to authorize a contract with Debix, Inc. for credit protection services, for the preservation of the public health, peace, property, safety and welfare, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Development Director is authorized to enter into contract with Debix, Inc. for credit protection services in accordance with State Term Contract No. 77620000807 and pursuant to provisions of Section 329.27 of Columbus City Codes, 1959, and as authorized by the emergency declaration of the Mayor.
