Explanation

The Franklin County Engineering Department (Franklin County Engineer) has completed a project to reconstruct the intersection at U.S. 62 and C.R. 17 (Morse Road). This project involved the reconfiguration of this intersection into a roundabout. This was a joint construction project with Columbus, Franklin County, Gahanna and New Albany. Ordinance 0216-2005, passed 3/7/05, authorized the Public Service Director to enter into necessary agreements to complete this project. Early in the project, the City of Gahanna was the lead agency on the project and an agreement was reached that the City's contribution would be in-kind inspection services. Subsequently, Franklin County took over management of the project and the City agreed that Franklin County would perform the inspection services and the City would reimburse Franklin County for the cost of the inspection services, estimated at $ 315,000.00. Accordingly, this ordinance authorizes the Public Service Director to modify the agreement to provide that the City will participate in the reconstruction costs in lieu of providing inspection services. It has been determined that the City's inspection services would have an estimated monetary value of $315,000.00.

This ordinance authorizes the Public Service Director to modify the agreement with and to reimburse Franklin County for the City's share of this project in the amount of $315,000.00 to be paid upon proper invoice by the Franklin County Engineer.

Emergency action is requested in order to provide the City's financial commitment to Franklin County for this project. The project was recently completed and dedicated.

Fiscal Impact: Funding for this project is available within the Street and Highway Improvement Fund.
