Explanation

BACKGROUND:
Need: Legislation is needed to pay a prisoner's medical bill to OhioHealth Corporation d.b.a. Riverside Methodist Hospital. Within the guidelines established by representatives of City Attorney's office and the Division of Police findings regarding each patient referenced; it has been determined that this individual was incarcerated or in the custody of the Division of Police during the specified dates of services on the medical invoices. The Division of Police currently has outstanding debt in the amount of $58,113.59.

Contract Compliance:31-4394942 - NPO

Emergency Designation: Emergency legislation is requested for this ordinance since this outstanding debt is over a year old.

FISCAL IMPACT: $75,000.00 has been budgeted in the Division's 2007 General Fund Budget for medical services for prisoners. Deficits for this type of service were reported to Finance & Safety in the 1st quarter reviews.

To authorize and direct the Director of Public Safety to authorize payment of a prisoner medical bill to OhioHealth Corporation d.b.a. Riverside Methodist Hospital for the Division of Police from the General Fund in the amount of $58,113.59, and to declare an emergency. ($58,113.59)

Body

WHEREAS, the individual was incarcerated or in the custody of the Division of Police during the specified dates of services on the medical bill; and

WHEREAS, pursuant to the City Attorney's office and the Division of Police findings, the Division is responsible for the medical bills; and

WHEREAS, an emergency exists in the usual daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary for payment of medical invoice to OhioHealth Corporation d.b.a Riverside Methodist Hospital for the preservation of public health, peace, property, safety and welfare; now therefore
