Explanation
Ordinance No. 2541-94, passed on December 12, 1994, revised the Employee Incentive Awards Program. Employee Focus Group Sessions, which consisted of members from labor and management, have met within the past year to review the guidelines of the Employee Incentive Awards Program. Based upon the outcome of those Focus Group Sessions, the Employee Incentive Awards Program will be revised in phases with this being the first of several additional revisions during fiscal years 2006 and 2007:
The application process will better enable the committee to identify and reward employees who through their innovation have positively impacted City government operations. This process will improve participation and encourage involvement. The application process will be available on line as well as in paper form. It provides guidance and assistance to employees if they should choose to participate.

The awards will focus on increased efficiency, greater productivity, enhanced safety, quality customer service delivery, cost effectiveness and revenue enhancement.
The suggestion awards have been re-titled and revised to further encourage employees to develop on-the-job ideas and suggestions that improve service delivery while reducing cost.
The Mayor's Awards of Excellence have been revised to incorporate the Mayor's Initiative to make performance matter into the awards process and to recognize employees, who have demonstrated outstanding service delivery, provided community service, improved service delivery through technology, demonstrated creative use of community resources or partnerships and have assisted another through a lifesaving or heroic act.

A Skills Development component has been added to provide employees with new skills and techniques that lead to self-development and improved customer service delivery while reducing cost. The courses necessary for completion of each program are designed to enhance the employee's knowledge, skill...
