Explanation
This ordinance amends previously-adopted ordinance 3436-2024 in order to establish the purpose of expenditures associated with adult-use cannabis tax revenue received by the city.

On December 16, 2024, Columbus City Council adopted ordinance 3436-2024 to create a special revenue fund for the deposit of tax revenue associated with the sale of adult-use cannabis. At the time of passage, it had not yet been determined what specific activities and expenditures cannabis tax revenue would support. This ordinance establishes that purpose: revenues will be utilized to support workforce development initiatives, primary and secondary education initiatives, and/or support of human services programming.

Emergency action is requested as the city has recently received its first deposit of revenue and Council intends to appropriate those funds in support of urgent community needs.

WHEREAS, Columbus City Council adopted ordinance 3436-2024 to create a special revenue fund for the deposit of tax revenue associated with the sale of adult-use cannabis; and

WHEREAS, this ordinance establishes the intended use of the funds, that being to support workforce development initiatives, primary and secondary education initiatives, and/or support of human services programming; and

WHEREAS, an emergency exists in the usual business of Columbus City Council in that it is immediately necessary to adopt a purpose for the fund as the city has recently received its first deposit of revenue and Council intends to appropriate those funds in support of urgent community needs; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
