Explanation
BACKGROUND: This ordinance authorizes the Director of Finance to enter into contract with 908 Devices Inc. for the purchase of the MX-908-C, MX-908 Aero Module and Chemical Training Kits for the MX-908 as part of the State Homeland Security Grant. The MX-908-C is a handheld mass spectrometer chemical detection system for gas/vapor, liquids and solids. It includes a 5-year warranty and customer support, including reach back support to verify product spectrum analysis. The Aero Module will enable simultaneous detection and identification of gas/vapor and solid/liquid aerosols These items will greatly enhance the response capability to suspected terrorism events. Providing real time detection with advanced technology which will greatly help in the decision-making process to proceed with response and mitigation of the active incident. These assets would be assigned to Hazmat Support Unit 4. This is the primary response vehicle that takes all calls for service, placing this asset on any incident scene in the State of Ohio where the Columbus Fire Hazmat team's presence is requested.
BID INFORMATION: One proposal was received on RFQ030432 by the bid closing date of June 12, 2025, and will be awarded the bid. Approval was sought from the Ohio EMA to proceed with the procurement of the MX-908 devices using the FY23 State Homeland Security Grant (G342402) and approval was given on June 30, 2025.
Emergency Designation: Emergency legislation is requested so that the Division of Fire may purchase the MX908 devices prior to expiration of the bids and to meet grant deadlines.
FISCAL IMPACT: This ordinance authorizes an expenditure of $86,441.85 from the FY23 State Homeland Security Program (SHSP) Grant (G342402) for the purchase of MX-908 devices. Funds were budgeted in the FY23 State Homeland Security Program (SHSP) Grant for this purpose and have been appropriated and authorized by Ordinance 2803-2024.
