Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Darby Creek Excavating, Inc., in the amount of $820,641.87; for the German Village Area Water Line Improvements Project, Division of Power and Water Contract Number 1126.
This project provides for general rehab of the area distribution system and includes construction of new water lines, abandoning existing 2-inch diameter and smaller water lines, installing fire hydrants, and transferring water services. The purpose of the project is to improve flow and water quality, improve fire protection, and replace water mains that require repeated regular maintenance. This project will include the installation of approximately 4,800 feet of 6-inch water lines at the following locations: Whittier Street, Ebner Street, City Park Avenue, Washington Avenue, Kent Street and Gault Street.
2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened eleven bids on February 23, 2011. Bids were received from: Darby Creek Excavating, Inc. - $820,641.87; Danbert, Inc. - $838,744.28; Fields Excavating, Inc. - $903,352.01; John Eramo & Sons, Inc. - $914,616.73; Beheler Excavating, Inc. - $942,279.58; Columbus Asphalt Paving Co. - $991,141.86; Shelly & Sands, Inc. - $1,014,332.00; George J. Igel & Co. - $1,086,634.73; Complete General Construction Co. - $1,161,007.65; and Conie Construction Co. - $782,100.00 (non-responsive).
The lowest, best, most responsive, responsible bid was from Darby Creek Excavating, Inc. in the amount of $820,641.87. Their Contract Compliance Number is 31-1345111 (3/5/12, Majority).
