Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into a construction contract modification (Mod # 1) with Dreier & Maller, Inc. for the Clintonville Private Source Inflow and Infiltration (I/I) Project for the Division of Sewerage and Drainage. Work to be completed by this contract consists of the installation of 120 private sewer laterals utilizing the Cured-in-Place Pipe (CIPP) process which includes installation of pipe clean out, point repairs and lateral tap lining. An installation of up to 70 private sewer laterals will utilize the Cured-in-Place Pipe (CIPP) process which includes installation of clean out, point repairs and lateral tap lining. Additional work under this contract shall be completed in a manner acceptable to the City within 180 calendar days after the effective date of the Notice to Proceed.
Amount of additional funds to be expended: $700,000.00
Original Contract $ 1,250,160.00
Proposed Modification No. 1 $ 700,000.00
Current Proposed Total $ 1,950,160.00
Reasons additional goods/services could not be foreseen:
The Project Manager and the contractor had an original estimate of 90 participates based on the initial proposal. Do to the success of the project an additional twenty nine residences were added. A time extension to September 17, 2010 was granted to the Contractor to provide time to perform the current work. It was then estimated that there were approximately 70 more proposed residences that would participate in the program if a modification was granted.
Reason other procurement processes are not used:
The competitively bid unit prices will be extended to include the additional participants in the pilot Inflow and Infiltration (I&I) program.
How cost of modification was determined:
The contract modification cost are based on the unit price provide in the initial contract.
