BACKGROUND:
This ordinance authorizes the Board of Health to enter into an initial contract with qualified vendor, The Ohio State University. The Ohio State University will be funded for the delivery of Sexually Transmitted Infection Surveillance Network (SSuN) services. These services include, but are not limited to providing enhanced behavioral, demographic, and clinical information on gonorrhea cases reported to state and local health departments. This information will allow CDC, as well as state and local health departments, to better understand the epidemiology of sexually transmitted infections (STIs) and to inform national and local STI prevention efforts. This ordinance is contingent on the passing of Ordinance 2598-2025.
The contract period is from September 30, 2025 through September 29, 2026, in an amount not to exceed $85,537.00. The Ohio State University is operating as a not for profit government agency and is exempt from bidding according to bidding requirements of the City Code 329.30. This vendor has an ancillary data analysis team specific for this project that is currently operating. The price point for all services included in this contract are determined by a line-item budget for each of the service areas that are included within this contract.

Emergency action is required to ensure the continued operation of the Sexually Transmitted Infection Surveillance Network (SSuN) grant program. This is necessary to meet grant deliverables required by grantor and avoid risk of forfeiture of future funds.

FISCAL IMPACT:

This contract is funded entirely by a grant award from the Sexually Transmitted Infection Surveillance Network (SSuN) Grant Program and is contingent on grant acceptance via Ordinance 2598-2025. This grant does not generate revenue nor require a city match.
