Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Gresham Smith and Partners, for professional engineering services for Holt Avenue/Somersworth Drive Stormwater System Improvements Project.

The Holt Avenue/Somersworth Drive Stormwater System Improvements Project consists of the study, design and construction of stormwater improvements along Holt Avenue through the Brentnell Avenue Parkland to Somersworth Drive and to the outlet at the area ditch. This project is planned to mitigate structural stormwater flooding that is occurring on Somersworth Drive and street flooding along Holt Avenue and the Amvets Village Subdivision. There is only one phase planned for this project which shall be for a period of 18 months.

2. ENGINEERING CONTRACT AWARD: Gresham Smith and Partners was selected in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through requests for proposals". Three proposals meeting minimum qualifications were received and opened on March 18, 2011. The proposals evaluated were from: Gresham Smith and Partners, Woolpert, Inc. and Moody Nolan.

Upon review of the proposals, the bidders were ranked using criteria specified in City Code, and more specifically: proposal quality, competence to perform required work, project schedule, past performance, and environmentally preferable factors if applicable. Based upon these criteria, Gresham Smith and Partners was selected as the highest-ranked bidder.

3. FISCAL IMPACT: There is sufficient cash and authority within the Storm Super B.A.B.s (Build America Bonds) Fund for this project, although an amendment to the 2011 Capital Improvements Budget a transfer of cash within the Storm Super B.A.B.s Fund is necessary to place funds and authority in the proper project for these expenditures.
