Explanation

BACKGROUND:

This ordinance authorizes the Director of Finance and Management, on behalf of Sustainable Columbus, to extend an existing agreement with Impact Community Action through the extension of purchase order PO516017.
Impact Community Action is a not-for-profit organization that supports the workforce development for solar and clean energy training programs.
On June 23, 2025, ordinance 1433-2025 was passed, authorizing Impact Community Action to provide comprehensive solar workforce development training for 50 central Ohio residents. The program includes specialized training partnering with Midwest Renewable Energy Association (MREA) and certification exams. There are funds available on the purchase order that the contractor does not anticipate spending prior to the expiration of the purchase order and/or agreement which is on June 30, 2026. This ordinance would like to extend the purchase order and expiration date to process invoices through May 31, 2027. The main reason for the extension request is due to the uncertainty of funding Impact Community Action experienced within the agency over the past year, which included budget cuts, staffing shortages and decreased federal funding.
This ordinance authorizes the Director of Finance and Management, on behalf of Sustainable Columbus, to extend the original agreement and purchase order from June 30, 2026, to May 31, 2027; to allow invoices to be processed from the current purchase order to complete the solar training program without interruption.
FISCAL IMPACT:
There is no fiscal impact to this request.
EMERGENCY DESIGNATION: Emergency consideration is requested due to the current agreement expiring June 30, 2026, and to ensure the program participants receive the specialized training without interruption.
