Explanation
BACKGROUND: This legislation authorizes the appropriation and expenditure of $10,000 for an agreement for the preparation of a request for proposal for the Big Darby Accord Town Center Master Plan. This agreement is between the Board of Trustees of Prairie Township, Franklin County (Prairie Township), the Board of Trustees of Brown Township, Franklin County (Brown Township), the City of Columbus ("Columbus"), and the Board of Commissioners of Franklin County.
All four participating jurisdictions have adopted the Big Darby Accord Watershed Master Plan. It is intended to protect the water quality and other natural resources of this planning area, while recognizing growth pressures and the rights of property owners. The Big Darby Accord designates that a Town Center be developed in portions of Brown and Prairie Townships in Franklin County. All parties have a direct interest in the successful development and maintenance of the Town Center and therefore they wish to enter into a contract with a consultant team in order to prepare a request for proposals for the Town Center Master Plan. The Big Darby Accord lays out certain requirements for determining the scope of the Town Center Master Plan and preparing a request for proposals based on this scope. The participating jurisdictions desire to contract with a firm in order to perform the various tasks required to identify a scope of work for the Town Center Master Plan and prepare a request for proposals and conduct the consultant selection process. These funds will be used to pay Prairie Township to enter into an agreement with the consultant selection facilitator selected by mutual agreement among the jurisdictions.
Emergency action is requested to allow the agreement to be initiated and completed in a timely manner.
