Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a contract with the Complete General Construction Company in the amount of $3,644,157.38 for the construction of the following projects:
a. Atwood Terrace/Akola Relief Sewer Project - $1,255,817.25
b. Atwood Terrace/Weber Road Relief Sewer Project - $1,486,319.23
c. Loretta Avenue Sanitary Relief Sewer Project - $373,541.85
d. Genessee Ave. Sanitary Relief Sewer Project - $528,479.05
The Director of Public Utilities publicly opened two competititve bid proposals on August 18, 2004. The results of these bids were Complete General Construction Company submitted a bid of $3,644,157.38 and Kokosing Construction Company submitted a bid of $4,586,111.45.
2. FISCAL IMPACT: The Ohio Water Development Authority approved a loan to the City for these projects during its October 28, 2004 Board Meeting. The loan proceeds being appropriated herein include the cost of construction and construction administration services. The Division is requesting an amendment to the 2004 Capital Improvements Budget to accomodate this expenditure and that of the consultant
2. EMERGENCY DESIGNATION: The Division of Sewerage and Drainage is requesting City Council to designate this legisation an emergency measure, in order to allow for the immediate execution of the subject contract. This project is one of several projects the City is undertaking to fulfill committments contained within the Consent Order executed betweent he City of Columbus and the Ohio Attorney Generals Office. In order to ensure that the City meets the scheduling constraints of this project, it is imperative that a notice-to-proceed be issued as soon as possible.
