Explanation

BACKGROUND: This ordinance is to authorize the Public Service Director on behalf of the City of Columbus, to enter into an agreement with York International, Contract Compliance Number 13-3473472, expiration date 04/15/2005 to expend $44,303.00 for replacement of 2 compressors for the HVAC unit at the Fire Training Academy, 3639 Parsons Avenue. In August two compressors for the HVAC system were found to be inoperable. On August 1, 2003 a Mayor's Emergency was declared. It was determined it was necessary to replace these two components due to the fact that the HVAC system could not maintain a controlled climate in increasing summer temperatures without the system working at full capacity. These compressors are part of the original HVAC system and are over ten years old. One of these compressors has a broken crankshaft and the other has inoperative valves. These two compressors are half of the system which consists of 2 chillers with 2 compressors each. Formal competitive bidding requirements were waived. Informal bids were received. The bids were as follows.

York International Corporation $49,303.00
Trane $56,682.08
Carrier $53,264.00

This price includes a $5,000.00 contingency to repair the cause of the damage to the original compressors.

Emergency action is requested in order to reimburse York International for costs incurred in the replacement of these compressors.

Fiscal Impact: Funding is available in the Facilities Management Capital Budget. The cost to replace these compressors is $49,303.00
