Explanation
BACKGROUND: This resolution authorizes plans and specifications to be prepared for a high pressure sodium street lighting system under the assessment procedure. Property owners have submitted a petition for a high pressure sodium street lighting system with ornamental poles and underground wiring for Preston Road, including: Preston Road from Broad Street to Fair Avenue. This petition has been submitted to Columbus City Council through the City Clerk's Office.
Emergency action is requested due to citizens' approved petition for a timely implementation of construction services.
Title
To authorize the Director of Public Utilities, on behalf of the Division of Power and Water, to cause plans and specifications to be prepared for installing ornamental street lighting with underground wiring in Preston Road under the assessment procedure, and to declare an emergency.
Body
WHEREAS, property owners owning over 60% of the assessable property in Preston Road, including: Preston Road from Broad Street to Fair Avenue have submitted a petition for ornamental street lighting with underground wiring; and
WHEREAS, emergency action is necessary to avoid any further delay in the implementation of construction services in accordance with citizens' approved petition for street lighting under the assessment procedure; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Power and Water, in that it is immediately necessary to prepare plans and specifications for the installation of street lighting improvements for Preston Road in order that the same may be completed at the earliest possible time, thereby protecting the public health, peace, property, safety and welfare; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
