Explanation

The City of Columbus Department of Public Safety, Division of Police on behalf of the Columbus Urban Area Homeland Security Advisory Committee was awarded a grant for the acquisition of Electronic Control Units (ECU); these units power the computer that drives the Forward Looking Infrared (F.L.I.R) systems for the helicopter unit. Currently the Electronic Control Unit has to be moved from one helicopter to another for use and this is a timely and sensitive process. The purchase of these Electronic Control Units will enable the helicopter unit to have F.L.I.R. camera systems on each patrol helicopter. The total expenditure in the amount of $89,920.00 will be paid by Franklin County through the Urban Area Homeland Security Grant. The Intergovernmental Agreements permit the City of Columbus and Franklin County to make these federal sub-grant expenditures.

Bid Information: In 2006 a formal bid, Solicitation No. SA002144 F.L.I.R. (Forward Looking Infrared) System was opened. Two suppliers submitted bids for F.L.I.R. Systems. FLIR Systems Inc. was the lowest, responsive, responsible and best bidder and was awarded the bid. FLIR Systems, Inc. is the sole manufacturer and sole distributor of the Electronic Control Units for the F.L.I.R systems purchased last year. The wiring harness kits, hand controllers and gimbals currently installed and utilized in Division aircraft are all manufactured by FLIR Systems, Inc. and are only compatible with this model of FLIR Electronic Control Unit. As a result the Division of Police is requesting the appropriate documents be executed in accordance with sole source procurement to obtain this equipment.

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
