Explanation
Background: This ordinance authorizes a $5,000,000 supplemental appropriation for the Stormwater Operating Budget of the Public Utilities Department. The supplemental appropriation is needed to align budget authority with projected expenditures. There is insufficient budget authority in Object Level One: 03 to meet the division's need for internal service costs through the remainder of 2008.
The stormwater operation is projecting to need additional appropriation in Object Level One 03 to insure sufficient funding to pay all anticipated internal billing through year end. The stormwater fund reimburses the sanitary operating fund for system maintenance services provided by staff at the Sewer Maintenance Oerations Center. System maintenance charges are higher than anticipated year to date and added appropriation is required to pay the 3rd and estimated 4th quarter reimbursement. Additional expense is estimated for payment of charges for street cleaning and snow removal and the storm fund has had to encumber funds for a share regulatory compliance issues within the Department. The requested appropriation increase will fund all anticipated payment through the end of 2008. It is anticipated that several existing encumbrances for payment of Department of Technology charges and other internal payments will lapse some funding. The requested appropriation increase will not affect future estimated stormwater rates.
Fiscal Impact: This legislation authorizes the supplemental appropriation of $5,000,000 in the Stormwater Operating Budget.
