Explanation

BACKGROUND:

Need: It is necessary to appropriate $25,000.00 from the unappropriated balance of the special purpose fund entitled the Police Training/Entrepreneurial Fund. Funds are available in this fund for the purpose of funding training seminars for the Division of Police.

Emergency Designation: Emergency legislation is requested because the division will be holding training seminars as soon as an appropriate seminar is available.

FISCAL IMPACT:

Since all funds to be appropriated are from the Special Purpose Fund, there will be no effect on the financial status of the General Fund.

Title

To authorize an appropriation of $25,000.00 from the unappropriated balance of the Special Purpose Fund to the Division of Police, so as to fund the production of law enforcement training seminars; and to declare an emergency. ($25,000.00)

Body

WHEREAS, an appropriation is needed to cover costs associated with Police Training Entrepreneurial Fund; and

WHEREAS, an emergency exists in the usual daily operation of the Division of Police in that it is immediately necessary to appropriate the aforementioned funds, thereby preserving the public health, peace, property, safety and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That from the unappropriated monies in the Special Purpose Fund, Subfund No. 223, and from all monies estimated to come into said fund from any all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2006, the sum of $25,000.00 is appropriated to the Division of Police, as follows:
