Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Ready Mix Concretes with Anderson Concrete Corporation and Decker Construction Company. The Division of Infrastructure Management is the primary user for ready mix concrete. Various concretes, flowable controlled density fill and calcium coated sand are used for construction, maintenance and repair projects throughout the City. The term of the proposed option contract would be approximately two (2) years, expiring April 30, 2028 with the option to renew for one (1) additional year or portion thereof. The Purchasing Office opened formal bids on February 19, 2026. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO003693.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ031993). Two (2) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidder as follows:

Anderson Concrete Corporation, CC#006044, Renewal pending, Items 1-12, 14-16, 18, and 20-29; $1.00
Decker Construction Company, CC#004549, expires 10/9/2027, Items 13, and 25-26; $1.00
Total Estimated Annual Expenditure: $100,000.00; Division of Infrastructure Management, the primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract expires April 30, 2026 and concrete, mortar and sand is needed to complete numerous of projects throughout the City of Columbus.
