Explanation
BACKGROUND: Columbus Public Health (CPH) has been awarded a grant from a pass through agency, The Ohio State University (OSU); primary funding source originates from the Centers for Disease Control and Prevention (CDC). This funding supports SUD intervention grant program for adapting the public health disease intervention specialist (DIS) model for proactive substance use disorder (SUD) intervention. This ordinance is needed to accept and appropriate $208,203.00 in grant monies to fund the 2026-2027 OSU SUD Intervention grant program, for the period September 30, 2026 through September 29, 2027.
In partnership with The Ohio State University, Columbus Public Health seeks to mimic the Passport to Partner Services as a means of supporting persons with substance use disorder in accessing treatment services for themselves and their social networks. Furthermore, the program seeks to increase HIV and STI screening among persons with substance use disorder.
FISCAL IMPACT: The 2026-2027 OSU SUD Intervention grant program is entirely funded by The Ohio State University and does not require a city match. ($208,203.00)

To authorize and direct the Board of Health to accept grant funds from The Ohio State University in the amount of $208,203.00 and any additional funds for the 2026-2027 OSU SUD Intervention grant program following receipt of executed agreement; to authorize the appropriation of $208,203.00, and any additional funds awarded from the unappropriated balance of the Health Department Grants Fund; to authorize the City Auditor to transfer appropriations between object classes for the 2026-2027 OSU SUD Intervention grant program.
