Explanation

BACKGROUND: This ordinance establishes new authorized strength for the Parking Violations Bureau, Municipal Court Judges, the Community Relations Commission, the Department of Development, Neighborhood Services Division, Department of Human Resources, Department of Health, Department of Recreation and Parks, Department of Public Service, Refuse Collection Division and Department of Public Utilities.

The Parking Violations Bureau requests an increase of one full-time position within the general fund sanctioned category to ensure uninterrupted service during the transition period when filling budgeted vacancies. This increase will give the Parking Violations Bureau the flexibility to commence the administrative portion of the replacement process in advance of a known upcoming vacancy. This action does not require additional funding beyond what is budgeted.

The Municipal Court Judges request an increase of four full-time security officer positions within the other city sanctioned funds. These positions will be funded from the Court's special project fund and will enhance the Court's non-contract security efforts.

The Community Relations Commission is requesting an increase of one full-time position within the general fund sanctioned category for the New American Initiative Program. Funding for this position has already been transferred from the Finance and Management Citywide account through ordinance number 1490-2005.

The Development Department, Neighborhood Services Division is requesting an increase, within the grant sanctioned category, of one full-time position. This addition is necessary to higher a Community Relations Representative to assist the Far Eastside Pride Center Manager and to work with pride center staff members during the pride weeks.
