APPLICANT: EREG Housing Preservation LLC, c/o Thaddeus M. Boggs, Atty.; 10 West Broad St., Fl. 23; Columbus, OH 43215.

PROPOSED USE: Assisted living development (rest home).

NORTHEAST AREA COMMISSION RECOMMENDATION: Approval.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The applicant has received a recommendation of approval from Staff and the Development Commission for a concurrent rezoning (Ordinance #0400-2026; Z25-058) from the R-1, Residential District to the AR-3, Apartment Residential District. The applicant proposes a 120-unit assisted living facility (rest home) with a variance to reduce the required parking from 90 to 70 spaces. The proposed site plan, building elevations, and parking reduction are consistent with Columbus Citywide Planning Policies (C2P2) Design Guidelines (2018), and the Columbus Growth Strategy (2026), which will be effective on February 25, 2026.

WHEREAS, by application #CV25-101, the owner of property at 4000-4022 WESTERVILLE RD. (43224), is requesting a Council variance to allow reduced parking for an assisted living facility (rest home) in the AR-3, Apartment Residential District; and

WHEREAS, Section 3312.49(C), Required parking, requires 0.75 parking spaces per assisted living unit, or 90 spaces total for 120 assisted living units, while the applicant proposes 70 parking spaces; and

WHEREAS, the Northeast East Area Commission recommends approval; and
