Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Firefighter Boots with MES Service Company, LLC, Fire Acquisition Company LLC, and Atlantic Emergency Solutions Inc. The Division of Fire is the sole user for Firefighter Boots. Firefighter boots are used to provide firefighters protection for their feet from the many hazards they encounter. The term of the proposed option contracts would be approximately 2 years, expiring September 30th, 2028, with the option to renew for two (2) additional one (1) year periods, or portion thereof. The Purchasing Office opened formal bids on June 25th, 2026. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO003693.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Columbus City Codes Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ033022). Four (4) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
MES Service Company, LLC, CC# 051505 expires March 14th, 2027, Item: Line 20, $1.00
Fire Acquisition Company LLC, CC# 054045 expires November 14th, 2027, Item: Lines 30,40,50, 60, $1.00
Atlantic Emergency Solutions Inc, CC# 034448 expires December 9th, 2027, Item: Line 10 $1.00
Total Estimated Annual Expenditure: $50,000, Division of Fire, the sole user
Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the current contract will expire September 30th, 2026.
The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
