Explanation
This ordinance authorizes the City Auditor to appropriate and transfer One Hundred Fifty Thousand Dollars ($150,000) between funds, from the Public Safety Initiative Fund to the General Fund, Department of Public Safety, Division of Police with a commitment by Council to reexamine the city's financial position after the Third Quarter to determine if additional dollars from outside the general fund are needed to rectify any projected deficits. These additional funds are needed to supplement available Police surplus funds to be used for a Police recruit class of thirty officers to begin training in July 2006. The actual cost of the class is approximately $1 million. The class is necessary to assure that any unexpected retirements early in 2007 from the Deferred Retirement Option Plan will not adversely affect the provision of public safety.

FISCAL IMPACT: Funds for this class were not specifically budgeted in the Department of Public Safety, however, monies earmarked for safety initiatives are available to be transferred for the class. The second quarter review reflected a total deficit of approximately $600,000 in the Division of Police due to the addition of the recruit class. Savings in other areas in Police's budget will supplement the cost of the class.

Emergency legislation is requested to assure that no public safety functions are interrupted due to the unavailability of funds.
