Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with McVoyt Construction Co. in the amount of $34,573.00, for the Smoky Row Booster Station Drainage Project, Division of Water Contract Number 2014.
This project consists of installing approximately 250 L.F. of 8-inch storm sewer, drain basins, and a rain garden to provide drainage improvements, and such other work as may be necessary to complete the contract in accordance with the plans and specifications.
2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: This project involves installing a rain garden within the green space at the Smoky Row Booster Station. The rain garden will allow for infiltration of the stormwater that enters the site. The bioretention basin that is designed for this site has aesthetic appeal while providing stormwater control and improving water quality for the site.
3. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened three bids on February 13, 2013 from: McVoyt Construction Co. - $34,573.00; Conie Construction Co. - $47,393.50; and Rock River Construction Ltd. - $80,877.50.
McVoyt Construction Co.’s bid was deemed the lowest, best, most responsive and responsible bid in the amount of $34,573.00. Their Contract Compliance Number is 27-4383492 (expires 1/10/15, Majority). Additional information regarding each bidder, description of work, contract time frame and detailed amount can be found on the attached Information form.
Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against McVoyt Construction Co.
4. FISCAL IMPACT: This legislation includes a transfer of funds within the Water Super Build America Bonds Fund and an amendment to the 2013 Capital Improvements Budget.
