Explanation
Background: This legislation authorizes the Public Service Director to enter into a contract in an amount up to $1,312,835.34 for the Newton Street project and to pay construction inspection costs up to $119,588.00. This improvement details construction on Newton Street from 18th Street to Kimball Place (see the attached map). The work involves sidewalks, curbs, and other associated work. The estimated Notice to Proceed date is May 1, 2006. This project is to be constructed by October 1, 2006. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange. Thirteen bidders/suppliers were solicited (twelve majority, one minority) and four bids were received (four majority) and tabulated on October 20, 2005 as follows:

Shelly and Sands, Inc. $1,334,019.44
Columbus Asphalt Paving, Inc. $1,427,221.07
Decker Construction Company $1,536,911.34
Award is to be made to Complete General Construction Company CC# 31-4366380 (expiration 3/1/2008), as the lowest, best, most responsive and most responsible bidder.
Fiscal Impact: The Transportation Division budgeted $1.3 million in the 2005 Capital Improvements Budget for the construction of the Newton Street project as part of the Urban Infrastructure Program. The additional $132,423.34 will come from other projects within the UIRF program or other capital projects where expenses are projected to be lower than budgeted. Actual funds will available within the 1995, 1999 Voted Streets and Highways Fund for this work as a result of the fall 2005 bond sale. This ordinance authorizes an expenditure of $1,432,423.34.
