Explanation
1. This ordinance authorizes the Director of Public Utilities to contract for repairs in anticipation of entering into an agreement between the City of Columbus and the City of Upper Arlington to collaborate on an effort to enable the positive adaptive reuse of "Richard's House", formerly known as the "Dam Tender's House", which is located within the City of Columbus on property owned by the Department of Public Utilities and maintained as a portion of the Division of Power and Water's Grigg's Reservoir and park system.
The structure at issue is a stone house of historical interest which is located on the property of Grigg's Reservoir. It is owned by the Department of Public Utilities, Division of Power and Water. Earlier this year, the City determined that the structure could not be rehabilitated for a useful water utility purpose and that security of the structure presented an on-going concern. While all parties are not eager to destroy the structure because of its intrinsic historical value, the City of Columbus does not have the resources to restore it for any future public function.
The City of Upper Arlington has indicated that it may be is interested in rehabilitating the building in a manner that would make it eligible for registry on the National Register of Historic Places. Potential future uses may include housing It would subsequently use the building to house the Upper Arlington Historical Society. The Upper Arlington Department of Parks and Recreation intends also contemplates the creation of to create a public garden adjacent to the structure. The City of Upper Arlington is contemplating whether it would be feasible to site a commercial use, such as a restaurant similar to a "Tavern on the Green," at this location.
