Title: To amend the Management Compensation Plan, Ordinance No. 1150-2007, as amended, by amending Sections 4(B), (C) and (D); by amending Section 16.1(G); and to declare an emergency.

This ordinance amends the Management Compensation Plan, Ordinance 1150-2007, as amended, by:
 
Adjusting the pay structures by two percent (2%) to remain market competitive.  Moving the structure will require that any employee currently at the minimum pay rate for each pay grade will be increased by two percent (2%).  Any cost associated with this movement will be absorbed in the respective budgets; and
 
Reducing the amount of pension pick-up to six percent (6%) beginning with the payperiod that includes May 15, 2013; and
 
Increasing the employee insurance contribution to eleven and one-half percent (11.5%) beginning with the payperiod that includes April 1, 2013.
 
Emergency action is necessary to timely implement the proposed amendments.

Body
 
WHEREAS, it is necessary to amend the Management Compensation Plan to increase the pay structures to remain market competitive; and
 
WHEREAS, it is necessary to amend the Management Compensation Plan to reduce the amount of pension pick-up the City pays on behalf of full-time employees; and
 
WHEREAS, it is necessary to amend the Management Compensation Plan to increase the employee insurance contribution; and
 
WHEREAS,  an emergency exists in the usual daily operation of the City in that it is immediately necessary to amend certain provisions of the Management Compensation Plan, thereby preserving the public peace, property, health, safety, and welfare; Now, Therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
