Explanation
1. Background: This legislation authorizes the Director of Public Utilities to enter into an agreement with Braun & Steidl Architects for preliminary professional design services for the Utilities Complex Improvements, Customer Service Center, for the Department of Public Utilities. In order to improve internal operations and better serve the ratepayers, the Department is evaluating the construction of a customer service facility that will provide convenience to water and sewer service customers and private developers. The actual emplacement of the designed work will be through a construction contract. The proposed facility is planned to be located south of the Utilities Complex Building at 910 Dublin Road, Columbus Ohio, 43215.
This legislation authorizes the expenditure for preliminary professional design service and site condition evaluation. The expenditure for detailed design services and construction administration services may be authorized by a future legislative modification when the scope of services can be better defined. These future services would consist of: detailed design, bidding assistance, construction-phase engineering, construction management, start-up and commissioning assistance, record documentation preparation assistance, and other services for this project, as directed by the City.
2. Procurement Information: The Department of Public Utilities determined that these professional design services are necessary to successfully implement this important project, and that the services cannot be performed by City personnel at this time. In consequence, a procurement conforming to the Request for Proposals (RFP) process in 329.14 of Columbus City Codes was conducted, as follows:
1. Written notice of the procurement process was furnished to City Council on 4/20/06.
2. The RFP was prepared and published in the City Bulletin beginning 6/19/06.
