..Explanation
Ordinance #1617-02E, passed by City Council on November 4, 2002, authorized the Public Service Director to enter into an agreement with the Central Ohio Transit Authority (COTA) for construction of the Front Street Abutment Relocation improvement. This improvement is part of COTA's proposed multi-modal facility and will provide the necessary room for the eventual construction of a loading platform for light rail. COTA is underwriting the entire cost of the improvement except for construction inspection, which constitutes the City's financial contribution to the project. This legislation establishes an encumbrance against which the Transportation Division can invoice construction inspection charges that subsequently accrue as revenue into the Development Services Fund.

Fiscal Impact: This expense is specifically budgeted within the 1995, 1999 Voted Streets and Highways Fund. Emergency action is requested to satisfy this expense as soon as possible in order to maintain accurate cost accounting and provide for timely cash flow.
