Explanation
BACKGROUND:
This legislation transfers $36,000 from the General Fund to the Area Commission Fund and authorizes the appropriation of $36,000 from the Area Commission Fund to the Department of Development in order to fund minor operating expenses for the various Area Commissions. The City has historically provided funds for the Area Commissions that, from time to time, have operating expenses that require cash expenditures during the program year. Commissions are provided $2,000.00 per year for related expenses.
Emergency action is requested so that payments to the Area Commissions can be made immediately.
FISCAL IMPACT:
The 2006 General Fund budget includes $36,000 to transfer to the Area Commission Fund.

To authorize and direct the City Auditor to transfer $36,000 from the General Fund to the Area Commission Fund; to authorize the appropriation of $36,000 from the unappropriated balance of the Area Commission Fund to the Department of Development in order to provide funding for miscellaneous expenses; and to declare an emergency. WHEREAS, it is necessary to transfer funds from the General Fund and to appropriate said funds from the unappropriated balance of the Area Commission Fund to the Department of Development; and
WHEREAS, these monies are needed to fund minor operating expenses for the various Area Commissions; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the appropriation and transfer of said funds to assure the uninterrupted services and functions of the Area Commissions, all for the preservation of the public health, peace, safety, and welfare; NOW, THEREFORE,
