Explanation
1. BACKGROUND
This ordinance authorizes the Director of the Department of Public Utilities (DPU) to enter into a reimbursement agreement, and any amendments or modifications thereto as may be necessary, with the Franklin County Engineer’s Office (County) and to encumber and expend funds to compensate the County for services rendered during the construction phase relative to the County’s Johnstown Road at 17th Avenue and I670-EB Project (Project) in an amount up to $125,000.00 for the City’s Johnstown Road 8 Inch Water Main Relocation project, C.I.P. Number 690236-100179.
The County will be undertaking construction of a roundabout at the intersection of Johnstown Road at 17th Ave and I670-EB. As part of this work the County has agreed to relocate the existing 8-inch water main owned and maintained by the Division of Water (DOW) within the limits of the PROJECT to an area within the unincorporated right-of-way, if DOW will reimburse the County for the cost of the work. The County will also perform any associated restoration work. Reimbursing the County for the water main relocation work being performed will cost DOW considerably less than advertising and contracting for the work to be performed. DOW has agreed to reimburse the County for the cost of the work to be performed. The $125,000.00 amount is an estimated amount based on the latest engineer’s estimate. The Department of Public Utilities will reimburse the Franklin County Engineer’s Office the entire actual cost of performing this work based upon bid pricing received by the County.
2. FISCAL IMPACT
Funding in the amount of $125,000.00 is available and appropriated for this project in the Water Bond Fund, Fund 6006, within the Department of Public Utilities. An amendment to the 2025 Capital Improvement Budget is necessary to provide budget authority for the proper project.
