1. BACKGROUND
This ordinance authorizes the Director of Public Service to enter into a professional services contract with Evans, Mechwart, Hambleton & Tilton, Inc. (EMH&T) in the amount of up to $500,000.00 for the Signals - General Engineering 2025 project.
The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources that are necessary to perform various professional engineering, survey, and technical expertise for the department to complete capital budget commitments and to implement the Signals - General Engineering 2025 project, which includes traffic signal facilities design and associated tasks for the Department.
The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Signals - General Engineering 2025 contract. The project was formally advertised on the Vendor Services and Bonfire web sites from April 23, 2025 to May 21, 2025. The City received six (6) responses. All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on June 3, 2025. The responding firms were:

EMH&T received the highest score by the evaluation committee and will be awarded the Signals - General Engineering 2025 contract.
Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against EMH&T.
The certification of EMH&T was in good standing at the time the bid was awarded. All other associated subcontractor certifications were in good standing at the time the bid was awarded.
