Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Metcalf & Eddy of Ohio, Inc., for professional engineering services for Scioto Main/West Side Relief Sewer Rehabilitation. This project will assess/clean/rehabilitate the Scioto Main and West Side Relief Sewer.
2. ENGINEERING CONTRACT AWARD: Metcalf & Eddy of Ohio, Inc., was selected in accordance with the procedures set forth in Columbus City Code, Section 329.13, "Awarding professional service contracts through requests for Statements of Qualifications". 18 statements of qualifications were received and opened on September 5, 2003. Requests for Cost Proposals (RFP's) were sent to three firms having the experience necessary to complete the project; MS Consultants, Inc., Brown and Caldwell, and Metcalf & Eddy of Ohio, Inc. All three consultants submitted RFP's on October 27, 2006.
Upon review of the technical proposals, the bidders were ranked using criteria specified in City Code, and more specifically: proposal quality/feasibility, competence to perform required work, project schedule, and location of the workforce.
Based upon these criteria, Metcalf & Eddy of Ohio, Inc., was selected as the highest-ranked bidder. Their Contract Compliance Number is 22-2581306.
3. FISCAL IMPACT: Sufficient funding for this project is already present but there will be a amendment to the 2006 Capital Improvements budget to provide sufficient budget authority.

To authorize the Director of Public Utilities to enter into an agreement for professional engineering services with Metcalf & Eddy of Ohio, Inc. for Scioto Main/West Side Relief Sewer Rehabilitation and to authorize the expenditure of $1,045,611.70, within the Sanitary Sewer Bond Fund; and to amend the 2006 Capital Improvements Budget, for the Division of Sewerage and Drainage ($1,045,611.70).
