Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Street Name Sign Brackets with MDSolutions Inc. and Eberl Iron Works Inc. The Division of Traffic Management is the sole user for street name sign brackets. Street name sign brackets are used to mount street signs on traffic posts throughout the City. The term of the proposed optional two (2) contracts would be approximately two (2) years, expiring June 30, 2027, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on April 24, 2025. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO003264.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.18 relating to competitive bidding (Request for Quotation No. RFQ030042). Two (2) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
MDSolutions Inc. CC# 005987 expires 03/26/2027, Items #1, 2 & 5-17, $1.00
Eberl Iron Works Inc. CC#021546 expires 4/16/2027, items# 3 & 4, $1.00
Total Estimated Annual Expenditure: $30,000.00, Division of Traffic Management, the sole user
Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because without this contract the ability to order essential sign brackets will be unavailable.
The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
