Explanation
This legislation authorizes the Director of Public Utilities to enter into a contract with CUES Inc. to provide implementation services and the GraniteNet software as a service (SaaS) cloud platform and applications to the Division of Sewerage and Drainage (DOSD) as the collection and analysis tool for field closed circuit television video (CCTV) inspections.
The Department of Public Utilities (DPU) solicited competitive bids for the services in accordance with the relevant provisions of Chapter 329 of City Code through RFQ020701. Three (3) bids were received and publicly opened on March 17, 2022.
This contract is expected to go into effect in January 2022, with this ordinance supporting five initial phases including planning, assessment and system readiness evaluation, test migration of legacy data, integration with the City’s geographic information system (GIS) sources, system training and documentation, and system implementation that includes a final legacy data migration. First year implementation and licensing costs will total $244,849.00, including a 10% contingency. After the initial implementation, annual renewals, contingent on agreement between the parties and approval of City Council, are expected to cost approximately $50,310.

FISCAL IMPACT:
$190,000.00 was budgeted for this software. There is surplus within the Sewer Maintenance Operations Center (SMOC) due to unneeded funds for utility cut and restoration that will cover the difference.
