Explanation
Background:
The purpose of this legislation is to authorize the appropriation and transfer of $21,589.30 from the Special Income Tax Fund No. 430 to the Voted 1995 and 1999 Parks and Recreation Bond Fund No. 702; and, to authorize the Director of Recreation and Parks to enter into a contract with Oxbow River and Stream Restoration, Inc., for professional construction and design services related to the Glen Echo Ravine Riparian Restoration, in the amount of $234,863.00.
Oxbow River and Stream Restoration, Inc., is being selected for this project from proposals received from two consulting firms, on January 30, 2004. Both firms were interviewed and Oxbow River and Stream Restoration, Inc., was selected based on experience, availability, and knowledge of the project site. The other company interviewed was Woolpert Design-Build LLC, McDaniels Construction Corporation, Inc.
The contract in the amount of $234,863.00 will be awarded to Oxbow River and Stream Restoration, Inc., in accordance with the provisions of Section 329.12 of the Columbus City Codes.
Project includes preparation of designs,construction drawings, management plans, and as-built drawings. Construction activities will include removal of gabions and restoration of natural flood plain and installation of native plant material.

A contingency amount of $20,000.00 is being included in this project.
This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up-to-date financial posting promotes accurate accounting and financial management. Additionally, legislation should be emergency to allow work to begin during the low water time frame to meet the environmental conditions of this site.
