Title: To authorize the Director of Recreation and Parks to enter into contract with multiple security companies to provide security guard services to the Columbus Recreation and Parks Department (CRPD) on an as needed basis at pools, community centers and other locations; to authorize the transfer of $100,000.00 from the General Fund to the Recreation and Parks Operating Fund; to authorize the appropriation and expenditure of $100,000.00 from the Recreation and Parks Operating Fund; and to declare an emergency. Explanation

Background: This ordinance will authorize the Director of Recreation and Parks to enter into contract with multiple security companies to provide security guard services to the Columbus Recreation and Parks Dept (CRPD) on an as needed basis at pools, community centers and other locations.

The Recreation and Parks Dept requires security at all outdoor pools and other locations throughout the year. CRPD works closely with the Columbus Police Dept. to hire Columbus police officers to provide security but the security needs of the department exceed the number of CPD officers available. In order to cover all security needs it is necessary to enter into multiple contracts with private security firms. This will help to ensure proper security coverage as needed.

All contracts under this legislation will be for an indefinite quantity not to exceed $100,000.00 and will expire on March 31, 2022. The total amount spent on all service providers combined during the contract period will not exceed $100,000.00. Contracts will be entered into in compliance with the procurement provisions of the Columbus City Codes Chapter 329.

Emergency Justification: Emergency action is requested in order to provide adequate security at all CRPD pools and summer programming for the preservation of the public health, safety and welfare.
Benefits to the Public: Providing adequate security at all CRPD facilities will help to ensure the public’s safety while attending CRPD programs, events and facilities.

Area(s) Affected: City-Wide.
Master Plan Relation: This project will support the mission of the Columbus Recreation and Parks’ Master Plan by providing a safe environment for public recreation.

Fiscal Impact: Funding is available within the city-wide account of the general fund for this expense. A transfer of appropriation is necessary from the city-wide account to the Recreation and Parks Operating Fund.
