Explanation
BACKGROUND: On January 30th, 2023, Columbus City Council passed Ordinance 0161-2023 to enter into an option agreement and sell 38 parcels to Healthy Linden Homes II, LLC to develop affordable rental housing. This legislation changes the entity name of 10 of the parcels to Healthy Linden Homes V, LLC or Healthy Linden Homes VI, LLC and adds one property to the agreement, 0000 Jefferson Ave. (010-075084). Parcels will be sold under the Land Bank’s Moderately Price Housing Initiative. The parcels will be transferred by deed recorded in the Official Records of the Franklin County Recorder’s Office.
FISCAL IMPACT: The City may first recover reimbursement of any and all expenses incurred on account of the acquisition, administration, management, maintenance and disposition of such land and such other expenses of the program as the City may apportion to such land from the sale proceeds.

To authorize the Director of the Department of Development to execute any and all necessary agreements and deeds for conveyance of title of real property (2585 Hiawatha Ave., 0000 Jefferson Ave., 2371 Linden Ave., 1539 E 25th Ave, 1556 E 26th Ave., 2462-2464 Azelda St., 2585-2587 Osceola Ave., 1555-1557 Weber Rd, 2444 Renwood Pl., 2525 Renwood Pl. and 988 E 11th Ave.) held in the Land Bank pursuant to the Land Reutilization Program.

WHEREAS, by Ordinance 1325-98, Council adopted and elected to use the Revised Code Chapter 5722, Land Reutilization Program, to facilitate effective reutilization of nonproductive land acquired through a sale pursuant to a foreclosure proceeding initiated by the Franklin County Treasurer, or through a sale of forfeited lands by the Franklin County Auditor, or through a conveyance in lieu of foreclosure to foster either return of such land to tax revenue generating status or its devotion to public use, or any other land acquired as part of the land reutilization program; and
